The toggles are there and working even though most categories are empty right now. If that changes — for example if analytics is ever added — it will only run for visitors who've actually turned that category on, and this table will be updated to say so.
Third-party cookies
Checkout is processed by PayPal. When you use PayPal's payment buttons to complete an order, PayPal's own scripts may set cookies needed to process that payment securely — these fall under "Necessary" for completing a purchase and aren't part of the toggle system above, since they're controlled by PayPal, not us. Browser-level control
